Chapter 11 bankruptcy provides for the appointment of a creditors’ committee, which is formed by the U.S. Trustee. This committee is usually made up of unsecured creditors who are among the debtor’s 20 largest and who have indicated a willingness to serve on the committee. The goal of a creditors’ committee is to create a body which is “representative” of the class of unsecured creditors, and if the U.S. Trustee feels that putting together a committee larger than seven members is necessary for fair representation, they may do so.
